Cashback not paid - VAT is excluded so threshold not met

My cashback was declined - it says cashback may not be paid on VAT, delivery etc. Read this to mean "will not be paid" as my cashback tracked excluding VAT and was below the spend threshold so my cashback was declined - really irritating and if VAT is excluded, then why isn't this made clear. Like most others, it took ages between tracking and date the cashback was due. Only retailer that seems quick is Sainsbury's. So warning to others, if you are going to shop at Waitrose Cellar, make sure your purchase is above any minimum spend excluding VAT otherwise, your cashback might be declined as mine has been. The writing tips say don't tell us solely about your cashback experience - the whole point of Quidco is the cashback so of course that's what my review is going to be about...doh! I have no issue with ordering, price of wine or delivery from Waitrose. All were fine.
